The agreement gives Washington a stake in Ukraine\u2019s natural resources \u2014 ushering in a controversial but potentially transformative chapter in the war-battered country\u2019s recovery amid the Russian invasion.<\/p>\n
The newly signed deal establishes the United States-Ukraine Reconstruction Investment Fund, a joint venture that will see both nations profit from the future development and sale of Ukraine\u2019s vast energy and mineral reserves.<\/p>\n
And, of course, it comes just months after President Trump boldly told President Zelensky that he was \u201cgambling with World War Three\u201d if he didn\u2019t sign a deal.
\nt\u2019s the clearest sign yet that Ukraine\u2019s natural wealth \u2014 once overlooked \u2014 is now at the center of global power struggles, economic survival, and the long-term blueprint for peace.<\/p>\n
Why This Deal Matters
\nThe agreement provides the US with a tangible economic incentive to continue investing in Ukraine\u2019s defence and reconstruction \u2014 while also addressing growing questions in Washington over how much support has already been poured into the conflict since Russia\u2019s full-scale invasion in February 2022.<\/p>\n
Ukraine is believed to hold around 5% of the world\u2019s critical raw materials, including large deposits of lithium, graphite, and titanium \u2014 minerals essential for everything from electric vehicle batteries to wind turbines and military hardware.
\nBut with many of these deposits lying untapped, Kyiv needed more than just global sympathy amid Russia\u2019s invasion. It needed investment.<\/p>\n
Now, it\u2019s got it.<\/p>\n
The Details \u2014 And the Dealmakers
\nUS Treasury Secretary Scott Bessent called the arrangement a \u201chistoric economic partnership,\u201d declaring it a move that will help \u201cunlock Ukraine\u2019s growth assets.\u201d In a video statement, Bessent emphasized that the agreement signals \u201cclearly to Russia that the Trump Administration is committed to a peace process centered on a free, sovereign, and prosperous Ukraine over the long term.\u201d<\/p>\n
\u201cThanks to President Trump\u2019s tireless efforts to secure a lasting peace, I am glad to announce the signing of today\u2019s historic economic partnership agreement,\u201d he said. \u201cAnd to be clear, no state or person who financed or supplied the Russian war machine will be allowed to benefit from the reconstruction of Ukraine.\u201d<\/p>\n
The deal was signed by First Deputy Prime Minister Yulia Svyrydenko on behalf of Ukraine, who laid out the terms on social media.<\/p>\n
According to her, the partnership will function on a 50:50 basis, and crucially, \u201cincludes no debt obligation to the US.\u201d<\/p>\n
Svyrydenko confirmed the resources will remain the property of Ukraine, and it will be Kyiv that decides when and where extraction occurs. \u201cThe fund\u2019s income and contributions will not be taxed by either country,\u201d she added.

\nWhile the Kremlin has yet to formally respond, the language of the agreement offers no ambiguity about who it targets. It openly refers to \u201cRussia\u2019s full-scale invasion\u201d and promises that those who \u201cfinanced or supplied the Russian war machine\u201d will not see a dime from the reconstruction.<\/p>\n
The symbolism is clear: this is as much a diplomatic statement as it is a financial one.<\/p>\n
Ukrainian MP Lisa Yasko called it a \u201cfair deal,\u201d noting: \u201cWhat is important for us is that this deal is not actually a debt obligation to the United States.\u201d She emphasized the equal partnership, and the fact that Washington is investing in Ukraine\u2019s recovery \u2014 not loaning it a future burden.<\/p>\n
From Fallout to Foundation

So, What\u2019s in the Ground?
\nUkraine isn\u2019t just sitting on metaphorical gold \u2014 it has the minerals shaping the modern world. According to the Ukrainian Geological Survey, the country is, per BBC News:<\/p>\n
One of the top five suppliers of graphite, with 19 million tonnes of proven reserves.
\nHome to 7% of Europe\u2019s titanium.
\nThe holder of a third of Europe\u2019s lithium deposits\u2014a mineral crucial to battery production.
\nRich in rare earth elements, uranium, beryllium, and cobalt\u2014all of which are essential for defense, energy, and electronics.
\nThat\u2019s not to mention significant deposits of nickel, silver, manganese, zinc, and copper.<\/p>\n
But there\u2019s a catch: a huge portion of these assets lie in occupied territories. Deputy Prime Minister Svyrydenko estimates $350 billion worth of resources are currently under Russian control, including 63% of Ukraine\u2019s coal mines and half of its rare earth deposits, according to Canadian consultancy SecDev.<\/p>\n
America\u2019s Real Agenda?
\nThere\u2019s no hiding that the US has strategic interests here too.<\/p>\n
China currently dominates 75% of the world\u2019s rare earth supply, and with Beijing recently restricting exports to the US, Washington is desperate to diversify. Ukraine\u2019s mineral base offers an alternative \u2014 and an opportunity.<\/p>\n
Dr. Robert Muggah, a geopolitical analyst at SecDev, said these materials add a \u201cstrategic and economic dimension\u201d to Russia\u2019s aggression. \u201cBy seizing them, Moscow denies access to revenue for Ukraine, expands its own resource base and influences global supply chains,\u201d he explained.<\/p>\n
This isn\u2019t just about helping Ukraine. It\u2019s about reshaping the future of global energy, technology, and defence production.<\/p>\n
What Comes Next?
\nRight now, only 15% of Ukraine\u2019s 20,000 identified mineral sites are actively mined. The country lacks the capital, infrastructure, and technology to tap into its full resource potential.<\/p>\n
Mining executive Iryna Suprun says that could all change. \u201cWe will get technologies that our mining industry lacks so much,\u201d she said. \u201cWe will get capital. That means more jobs, tax payments. We\u2019ll receive revenue from the development of mineral deposits.\u201d<\/p>\n
